I do not think that Pauls words were meant as a typical I told you so so much as they were spoken to motivate his peers to listen to him now. Gods promise was fulfilled, just as Paul had said He would. Their safety was contingent on the presence of Paul and the patience of God. While Paul had not lost hope, as had his shipmates, he must have been afraid. If the prisoners were to make it to land, the soldiers would have to release them.
